An exciting interim opportunity has arisen for a strategic, senior-level commissioning leader to take on a pivotal role driving transformation in disability and health services across both children’s and adults’ services.

As Head of Service - Disabilities Commissioning, you will lead the planning, commissioning, and procurement of services for some of the most vulnerable residents, spanning learning disabilities, autism, SEN, continuing healthcare, and mental health. You’ll oversee a small, focused team and collaborate closely with peers, operational colleagues, partners, and stakeholders to deliver integrated, person-centred, and financially sustainable services.

This post plays a crucial leadership role during a period of structural change. Key priorities include:

  • Developing and embedding a revised commissioning operating model.
  • Driving innovative programmes such as e-brokerage for supported living and school passenger transport.
  • Providing strategic leadership across mental health, CHC, SEN and S117 commissioning.
  • Leading medium-term financial strategy delivery through transformative commissioning.
  • Strengthening integrated working across health, housing, and the voluntary sector.

What You’ll Bring:

  • Demonstrated success at Head of Service level within commissioning.
  • Deep expertise in commissioning innovative, evidence-based health and care services.
  • Strong cross-sector collaboration skills and experience leading through change.
  • Procurement, contracting, and compliance leadership within complex environments.
  • A values-led approach and a commitment to driving better outcomes for vulnerable residents.

This is a high-impact role offering a real chance to shape the future of commissioning during a time of transformation. If you're a strategic leader with a passion for system-wide improvement, we want to hear from you.
