A large public sector organisation is currently recruiting for a Capability and Skills Development Partner on a permanent basis.


This newly created role due to growth and operational demand will be based in London and will be offered hybrid with 2 days in the office per week required.


They have some excellent benefits including a local government pension scheme (around 28% employers’ contribution) and they will support training and development for those studying CIPD. Annual leave will be 28 days + bank holidays.


This role will require the successful candidate to undergo security clearance checks (SC) so it wont be an immediate start.


Role Overview


Reporting to the Capability and Skills Development Lead, the successful candidate will work within the HR team to support the delivery of the People Strategy. They will embed a new approach to capability and skills development, collaborating with HR colleagues, the Organisational Development Unit, and business leads to identify future skills needs and shape learning and development packages that empower the workforce.


Key Responsibilities


  • Support the introduction of an integrated capability development framework.
  • Collaborate with job family leads to align competence frameworks and learning paths.
  • Drive adoption of new technologies and processes across the network.
  • Create engaging communications and guidance materials to support capability development.
  • Develop career planning resources and 70-20-10 learning frameworks.
  • Partner with internal and external stakeholders to source and evaluate learning solutions.
  • Promote CPD events and identify financial efficiencies in L&D delivery.
  • Analyse capability data to identify trends, risks, and opportunities.
  • Produce reports and train colleagues in self-service reporting tools.
  • Contribute to strategic workforce planning and talent management initiatives.


Skills & Experience


  • Degree-level education or equivalent experience.
  • Strong HR/L&D background with experience in career and development frameworks.
  • Strategic thinker with a passion for people development.
  • Proven track record in designing and evaluating learning activities.
  • Proficient in MS Office, SharePoint, and HRIS systems.
  • Excellent organisational and stakeholder engagement skills.
