Head of Health, Safety and Fire Management

Location: NHS Trust in Surrey – covering multiple hospital sites

Grade: Band 9 - £68.54 through an umbrella company

Department: Estates and Facilities Management


Are you a strategic leader with a passion for safety, compliance, and continuous improvement? An NHS Trust in Surrey is seeking an experienced and dynamic Head of Health, Safety and Fire Management to lead and shape its safety culture across acute and community hospital settings.


About the Role

As the senior competent person in Health & Safety, you will:

  • Lead the development and implementation of robust H&S and Fire Management strategies.
  • Ensure compliance with statutory legislation including HSE, Fire Safety Order 2005, and NHS guidance.
  • Drive ISO 14001 accreditation and embed quality management systems.
  • Provide expert advice and leadership across the Trust, influencing culture and operational delivery.
  • Liaise with external bodies including HSE, NHS England, and Fire Services.
  • Manage a team of Health & Safety Advisors and Manual Handling specialists.


Key Responsibilities

  • Strategic oversight of H&S and Fire compliance across all sites.
  • Lead audits, inspections, training, and risk assessments.
  • Develop and maintain policies, procedures, and reporting frameworks.
  • Present reports and recommendations to senior leadership and Trust boards.
  • Champion continuous improvement and root cause analysis.
  • Manage incident investigations and ensure timely RIDDOR reporting.


What We’re Looking For

  • Degree-level education and Chartered IOSH membership.
  • NEBOSH Diploma (including Fire and Environmental Awareness).
  • Proven experience in NHS Fire Safety and achieving ISO 14001 accreditation.
  • Strong leadership, communication, and project management skills.
  • Ability to analyse complex data and present findings at board level.
  • Experience in managing teams and driving cultural change.

  • This is a regional role requiring travel between sites.
  • You must be a car driver with flexibility for site visits.
