Job description

Cedar Recruitment are delighted to be supporting a Public Sector client in London with the search for an experienced Head of Payroll and Pensions to take the lead on setting the direction and developing the payroll service, ensuring it's both efficient and effective.

The role will be working within a high performing team, that are seeking innovation and continuous improvement.

The role will require you to go in 2 days per week and is offering a salary of 80K per annum.

Duties will include but are not limited to:

  • Act as the SME on all payroll and pension related matters, offering advice and support to senior management and stakeholders on pension or payroll related queries
  • Be the expert on regulations and legislation's including the data protection Act 2013 and Pensions Act 2004
  • Work as the strategy lead on the fund actuaries
  • Lead on the development and management of payroll SLA services and the pension administration.
  • Manage processes and process improvements
  • Be responsible for staff development and training staff
  • Take control over payments and system data to minimise any errors or potential fraud
  • Take steps to minimise overpayments and exercise recovery action where unavoidable
  • Adhering to legislative changes as and when required
  • Be responsible for developing positive relationships
  • positive relationships between outsourced service providers
  • Ensure that relevant information, including that required under legislation, is provided to all employers in the fund such as schools, colleges, Academies and admitted bodies
  • Attend all Pension Fund Officer forums and represent the Pension Board and Pension Investment Committee
  • Be an authorised signatory responsible for emergency, manual and electronic payments and payment files for the Councils bank in relation to payroll and pension payments

Essential Requirements:

  • Relevant qualification in payroll such as MCIPPdip or extensive working experience in this field
  • Experience of managing teams with strong motivational skills
  • Knowledge of public sector governance ideally in local government
  • Experience of using payroll systems i.e Oracle Payroll
