About the Company

The East Midlands Combined County Authority represents a landmark moment for the region. With devolved powers and funding, EMCCA exists to grow the local economy, develop skills, drive regeneration, and support better transport, net zero, and housing outcomes for residents.

About the Role

A vital and high-impact opportunity has arisen for an experienced and proactive Housing Policy Officer to join the East Midlands Combined County Authority (EMCCA) as part of our growing Housing and Regeneration portfolio. This is an exciting moment to join EMCCA. As one of the country's newest combined authorities, EMCCA has been established to champion the East Midlands, drive investment, and improve outcomes for our communities. Housing and regeneration are at the heart of our devolution programme, and this role will play a key part in shaping the region’s long-term approach to housing quality, affordability, place-making, and land use. The successful candidate will be responsible for helping to shape and support the officer arrangements behind the new EMCCA Housing and Land Committee, ensuring that elected Members are equipped with high-quality advice, evidence, and policy options. You will commission research, develop policy proposals, and bring together insights from our local authorities and partners to support strategic decision-making across the region. This is a prominent role that will influence emerging housing policy across Derbyshire, Nottinghamshire, and the wider East Midlands—particularly in areas such as affordable housing delivery, housing and environmental standards, brownfield and land strategy, and the broader regeneration agenda.

Responsibilities

  • Support the development of governance, officer meetings, and work programmes that underpin the Housing and Land Committee.
  • Lead and support the commissioning, drafting, and presentation of policy papers and options.
  • Work collaboratively across constituent and non-constituent councils, housing associations, developers, Homes England, and other key stakeholders.
  • Analyse data, interpret legislation and government policy, and translate complex issues into clear, actionable recommendations.
  • Contribute to the development of EMCCA’s strategic housing frameworks and long-term regional housing priorities.
  • Help build a shared evidence base across partners, supporting joint working and consistent regional policy approaches.

Qualifications

  • Relevant degree or equivalent experience, with evidence of and commitment to CPD.

Required Skills

  • Strong written and verbal communication skills, including the ability to produce high-quality reports and policy papers.
  • Excellent analytical capability, with experience interpreting data, legislation, and policy.
  • Confidence, curiosity, and a proactive approach to exploring new and emerging work areas.
  • A collaborative working style and enjoyment of engaging with a wide range of partners.

A commitment to EMCCA's organisational values:

  • We Lift Our Region
  • We Work Together
  • We Make an Impact
  • We Are Human

Preferred Skills

  • Experience in housing strategy, housing policy, planning, or related fields (highly beneficial).
