The Role
We are seeking to appoint a new member to the Regulation Compliance Committee (RCC). This Committee acts as a vital Advisory Committee to the Board, specifically related to our annual statement of compliance and Self Assessment Report.
The RCC provides critical oversight of the Awarding Body and End Point Assessment Organisation (EPAO), ensuring CMI functions in full compliance with all regulatory requirements. This includes the End Point Assessment Organisation for apprenticeship standards within the scope of Ofqual recognition.
As a member, you will support the Committee in maintaining ongoing compliance with the General Conditions of Recognition of Ofqual, CCEA Regulation, Welsh Government, and SQA Accreditation Regulatory Principles.
Key Responsibilities
Working alongside the Chair and other members, you will help the Committee fulfill its Terms of Reference through the following activities:
- Regulatory Oversight You will act as part of the advisory body providing effective oversight of the Awarding Body and EPAO functions. This involves ensuring that the organisation is behaving in accordance with regulatory requirements and has the expertise and resources to continue doing so.
- Risk and Incident Monitoring The Committee receives reports from the Responsible Officer regarding non-compliance, risks, and significant incidents, including malpractice or maladministration. Your role involves ensuring risks are understood, appropriate mitigation is in place, and that regulators are informed where required.
- Strategic Advice and Support You will provide advice and guidance to the Responsible Officer regarding emerging issues likely to affect the Awarding Body or EPAO. You will also help maintain effective monitoring to ensure any non-compliance is resolved in a timely manner.
- Resource and Policy Review Members are responsible for reviewing reported concerns and, where appropriate, reviewing policies, procedures, and resourcing to support ongoing compliance. This includes an annual review of product development resourcing and plans to ensure capacity and capability.
- Compliance Statements You will receive and recommend statements of compliance to qualifications regulators, aiding the Chair in agreeing on the statement or Self-Assessment Report as required.
About You
We are looking for individuals with the judgment and experience to hold officers to account and support high standards of governance. Successful candidates will likely demonstrate:
- Regulatory Knowledge: An understanding of the regulatory landscape, specifically the requirements of Ofqual, CCEA, Welsh Government, or SQA.
- Analytical Skills: The ability to understand complex risks and ensure appropriate mitigation strategies are in place.
- Governance Experience: Experience in an advisory capacity, providing oversight and constructive challenge to senior staff.
- Educational Policy: Understanding of current Government policy changes in relation to the DfE Post 16 Skills White Paper, Curriculum and Assessment Review, Apprenticeship Reforms,
- Sector Awareness: An awareness of the End Point Assessment landscape and future regulatory requirements.
Composition and Commitment
The Committee consists of a Chairperson, a Deputy Chairperson, and up to nine other members appointed by the Board. The quorum for meetings is not fewer than four members.
Time Commitment
The Committee meets 4 times per year and one of these meetings is in person held at the CMI London Kinsway office. There is an expectation to review any relevant information presented prior to the meetings and engage in ongoing discussions within the Awarding Organisation sector.
