Role Details:
We are seeking an experienced individual to lead on the planning & management of the acceptance & commissioning strategies. Working within the HMNB CLYDE DHCI team, the Acceptance & Commissioning Manager (ACM) will work with (1) the EUSTON Commissioning Manger to lead the planning, initiation and development of the commissioning strategy for the Programme, and (2) the DHCI Readiness & Acceptance Planner to ensure the DLoDs and performance statements are measured & met; ensuring a timely and efficient transition from current concept design into operational use.
During the design phases this role will ensure all systems and equipment are designed to meet operational, regulatory and customer requirements. The ACM will collaborate with the design teams, contractors and stakeholders to integrate commissioning requirements into the design ensuring a smooth transition into the construction and handover phases.
This role will initially be working independently to develop the acceptance & commissioning strategy at scheme design phase. As the Programme matures, the commissioning team will be expanded with the relevant SQEP members, under the management of the ACM who will retain responsibility for this aspect of the Programme.
The role will be split between attendance at Kentigern House and HMNB CLYDE in addition to home working, aligning location with the need to integrate with the relevant stakeholders both in the programme and on Base. Occasional travel may be required to other locations such as Abbey Wood or supply chain partners to address specific programme needs.
Key Responsibilities:
- Review the monthly Programme Summary Report to identify areas for improvement, issues to be resolved, variances and comments
- Oversee the performance management of the Major Works Programme.
- Lead on the review of the Major Works Programme baseline and milestones, including the tracking of the completion of projects.
- Identify and find solutions for issues which are impacting the Major Works Programme.
- Management of the finances of the Major Works Programme through forecasting, ABC bids and reporting
- Management of the EWS CP finances through forecasting, BC Approvals, CP Approvals and reporting.
- Oversee the development of robust programme performance reporting procedures.
- Support the Major Works Programme Review and EWS Monthly Management Meeting, ensuring required supporting documentation is collated and presented in a coherent and timely manner.
- Support the Programme Performance Manager in their role as support to the Programme Performance Lead.
Key Requirements:
- MS O365 proficient.
- Programme management / governance management experience.
- Excellent stakeholder management and engagement at all levels.
- Strong presentation and communication skills.
- Organised with ability to work on own initiative and be proactive.
Other Key Points:
- Security - The incumbent of this role must be a minimum of SC cleared and a sole UK national since birth.
- Working arrangements – The incumbent of this role must be able to do hybrid working with the ability to attend the site(HMNB Clyde) up to 2 days per week and / or to meet business needs, as requested.
