Role Overview

The HSE Manager will lead and drive Health, Safety and Environmental performance across UK solar PV construction projects. You will provide visible leadership on site, ensure legal and client compliance, and implement systems that prevent incidents while supporting programme delivery.

Key Responsibilities

  • Lead HSE delivery across one or multiple solar PV sites (civil, mechanical and electrical scopes).
  • Develop, implement and maintain the Project HSE Plan, ensuring alignment with UK legislation and client standards.
  • Provide leadership to site teams and subcontractors: set expectations, coach, and intervene when standards slip.
  • Oversee risk management including RAMS review/approval support, PTW systems, LOTO controls, lifting operations, temporary works, excavation, working at height, and electrical safety.
  • Deliver site inductions, toolbox talks, safety briefings, and HSE communications.
  • Conduct inspections, audits and behavioural safety observations; ensure close-out of actions within deadlines.
  • Manage incident reporting and investigation (including RIDDOR where applicable), root cause analysis, corrective actions, and lessons learned.
  • Monitor environmental controls (waste, spill prevention, ecology protection, noise/dust where relevant) and ensure compliance.
  • Compile and report HSE performance (KPIs, leading/lagging indicators), producing weekly/monthly reports for senior stakeholders.
  • Support client audits and external inspections; maintain strong relationships with EPC, DNO and principal contractor teams.
  • Contribute to continuous improvement and standardisation across the UK portfolio.

Required Experience

  • Proven HSE leadership experience in construction with direct solar PV project experience (utility scale or large commercial preferred).
  • Strong knowledge of UK HSE legislation and construction best practice.
  • Confident managing subcontractors and enforcing standards in a fast-paced project environment.

Essential Qualifications

  • NEBOSH (e.g., General or Construction) OR NVQ equivalent (e.g., NVQ Level 6/7 in Occupational H&S) OR SMSTS with significant HSE experience.
  • First Aid qualification (in-date).
  • CSCS card (appropriate level).

Desirable

  • IEMA or environmental qualification.
  • Temporary Works Coordinator/Supervisor awareness.
  • PASMA / IPAF, Lifting Operations (AP/SL), Fire Marshal.
  • Experience with HV/LV interfaces, substations, or grid connection works.
