Responsible Individual – Ofsted Registered Children’s Homes

Location: West Midlands


Role Purpose

To act on behalf of the registered provider and ensure that the children’s home operates in full compliance with the Children’s Homes Regulations 2015 and Quality Standards.

You provide strategic oversight, governance, and accountability. You make sure the Registered Manager is supported, challenged, and operating effectively.

In simple terms: you carry the legal and regulatory weight.


Key Responsibilities

Strategic Oversight

  • Ensure the home operates in line with its Statement of Purpose
  • Monitor performance, safeguarding, staffing, and outcomes for children
  • Provide effective oversight of the Registered Manager
  • Ensure financial sustainability and operational stability

Regulatory Compliance

  • Ensure full compliance with Ofsted regulations and Quality Standards
  • Monitor Regulation 44 and Regulation 45 reports
  • Oversee action plans following inspections
  • Notify Ofsted of significant events as required

Safeguarding & Risk

  • Maintain robust safeguarding systems
  • Oversee serious incident management
  • Ensure allegations are handled appropriately and in line with procedures
  • Escalate concerns where necessary

Quality Assurance & Governance

  • Conduct regular monitoring visits
  • Review care quality, outcomes, and improvement plans
  • Ensure policies and procedures are up to date
  • Drive continuous improvement across the service

Leadership & Accountability

  • Support and challenge the Registered Manager
  • Ensure staffing structures are safe and effective
  • Promote a culture of high expectations and child-centred practice

External Relationships

  • Act as a key point of contact for Ofsted
  • Liaise with placing authorities and external professionals
  • Represent the organisation professionally and confidently


Essential Requirements

  • Significant experience in children’s residential care
  • Strong understanding of Children’s Homes Regulations 2015
  • Experience in leadership, governance, or senior management
  • In-depth knowledge of safeguarding
  • Ability to analyse reports and drive improvement
  • Strong integrity and professional judgement

Desirable

  • Level 5 Diploma in Leadership & Management for Residential Childcare
  • Experience as a Registered Manager or senior leader in Ofsted-regulated provision
