Salary Range: £42,000 - £50,000 Per Annum (DOE)

Employment Type: Full-time, Permanent

Working Schedule: Monday to Friday (09:00 – 17:00)

As our volume of inbound opportunities continues to grow, we are seeking a Tender & Proposals Engineer to lead the preparation, coordination, and submission of high-quality commercial and technical proposals across the business.


Role Overview

The Tender & Proposals Engineer is responsible for the coordination, preparation, and submission of quotes, RFQs and proposals across both Decom Engineering and TorqCut (onshore division). 


Working closely with the Head of Business Development and internal teams, you will lead the preparation and ensure the timely delivery of accurate, compliant, and professional submissions while constantly working to improve the quality of the content. 


This is a hands-on, execution-focused role, suited to someone who is organised, detail-driven, and comfortable working with both technical and commercial information. You will be accountable for ensuring all submissions are delivered accurately, professionally, and on time, in line with Decom’s commercial governance framework.


Key Responsibilities

• Prepare and coordinate quotes, RFQs, ITTs, and tender submissions

• Collate technical, commercial, and compliance inputs from Engineering, Operations, Finance, QHSE, and Marketing

• Assemble commercial pricing using approved rate cards and pricing guidance

• Draft proposal content including executive summaries, methodologies, and equipment descriptions using approved templates

• Ensure submissions are accurate, complete, correctly formatted, and on brand

• Track submission deadlines and ensure timely delivery

• Coordinate clarification responses and post-submission queries

• Maintain bid records, document control, and proposal trackers

• Lead continuous improvement of proposal templates and standard content


About You

Essential

• Experience preparing and reviewing all forms of tender submissions

• Background in engineering, offshore, energy, industrial services, or a similar technical environment

• Ability to work with structured pricing, rate cards, and commercial inputs

• Confident collating information from various internal teams

• Strong written communication skills with excellent attention to detail

• Highly organised, able to manage multiple submissions and competing deadlines

• Proficient in Microsoft Office (Word, Excel, PowerPoint)


Desirable

• Previous experience in subsea, offshore, oil & gas, renewables, or EPC environments

• Familiarity with technical documentation, drawings, or equipment descriptions

• Exposure to bid portals, tender management systems, or CRM tools

• Understanding of commercial terms, assumptions, and exclusions in proposals

• Experience working with branded templates and document control processes
