Senior Commercial Manager – Healthcare PFI & Handback
This is a senior, business-critical commercial leadership role with accountability for protecting value, managing risk and shaping outcomes across a complex Healthcare PFI portfolio at a pivotal point in its lifecycle.
Reporting directly to the Strategy & Transformation Director, you will play a central role in defining and delivering the Healthcare Handback Strategy, acting as the commercial authority on CoBP, contractual compliance and financial exposure. This role operates at the heart of strategic decision-making, influencing how the organisation manages risk, engages with lenders and ProjectCos, and positions itself for long-term outcomes.
You will be responsible for:
- Leading the design and execution of the Healthcare Handback Strategy, ensuring alignment with PFI contractual obligations and CoBP requirements
- Acting as the senior commercial adviser across Healthcare PFI contracts, translating complex contractual, survey and lifecycle positions into clear, defensible strategies
- Leading and supporting high-value negotiations with ProjectCos, lenders, advisors and clients on HoTs, Survey Deeds, disputes and major Deeds of Variation
- Identifying, mitigating and controlling commercial and financial risk, particularly around Known Issues, survey findings, lifecycle and performance exposure
- Establishing and embedding robust commercial governance, processes and reporting to ensure contractual compliance and protect value
- Raising commercial capability and awareness across operational teams, driving improved understanding of contractual risk and entitlement
This role requires someone comfortable operating with significant autonomy and influence, able to challenge senior operational, finance and legal stakeholders, and confident making judgement calls in complex, high-risk environments.
About you
You are an experienced Senior Commercial Manager with deep, hands-on expertise in Healthcare PFI contracts, including CoBP and Handback. You bring strong analytical and negotiation skills, credibility with senior stakeholders (including lenders and ProjectCos), and experience operating within FM, outsourcing, consulting or similarly complex regulated environments.
