Commercial Manager (Quantity Surveyor)

Hatfield, UK (Hybrid – Minimum 3 days on-site)


Procurement People are currently collaborating with the UK’s premier water utility specialist to appoint a Commercial Manager to oversee high-value Capex, Opex, and Indirect portfolios.

The organization is undergoing a major strategic transformation and infrastructure delivery cycle. They are investing heavily in their 30+ person Procurement & Commercial division to ensure high-quality, sustainable, and value-driven outcomes across their national network. This is a high-calibre role requiring deep commercial acumen and the ability to drive rigorous assurance.


The Commercial Manager will act as a senior advisor to the business, ensuring multi-million pound contracts remain compliant and deliver maximum value. This role requires a forward-thinking professional with expert-level knowledge of NEC4 frameworks and the capability to lead complex negotiations and contract administrations.


Key Responsibilities:


  • Providing senior-level commercial leadership and end-to-end assurance across critical spend areas
  • Acting as a subject matter expert on NEC4 contracts, including complex compensation events and early warnings
  • Mentoring team members and stakeholders in commercial best practices and NEC4 principles
  • Championing digital curiosity by utilizing data analytics to enhance spend visibility and performance reporting
  • Leading strategic supplier engagement and change control activities to bolster resilience and long-term value


Key Experiences:


  • 5+ years of professional experience in commercial or contract management
  • Advanced expertise in NEC4 frameworks, specifically hands-on contract administration and drafting
  • Proven history of managing significant Capex, Opex, or Corporate (Indirect) budgets
  • Background in utilities, infrastructure, or highly regulated sectors
  • Familiarity with ECC Option C (target cost) contracts and data-led decision-making
