EV Charging Pre-Construction Development Manager | London | Hybrid | Up to £65k + Bonus
Role: Pre-Construction Development Manager
Salary: Up to £65k + Bonus
Location: London (3 days in office per week)
This is a pre-construction focused role within a fast-growing destination EV charging network, working closely with an experienced internal development team to take hub sites from initial concept through to construction-ready. You will sit at the heart of the development pipeline, assessing feasibility, coordinating design, managing consents, and ensuring schemes are well-defined and deliverable before they reach the delivery team.
What You'll Do
- Assess the technical and commercial feasibility of EV charging hub sites, determining the optimum charging scheme for each location given grid capacity, site constraints, and business case requirements
- Coordinate with DNO consultants on Point of Connection applications; understand what is being applied for and why, rather than leading the application process directly
- Sketch and prepare outline design layouts for each site, working with external design consultants to develop concepts to a tender-ready standard
- Project manage the permits and consents process, coordinating third-party consultants to progress planning applications and statutory approvals
- Work alongside the internal legal team to progress lease and agreement-for-lease processes, understanding the process and keeping it moving rather than drafting legal documents
- Prepare and manage project cost plans and development budgets from concept through to contract award
- Prepare scopes of service for third-party consultants and manage their performance throughout the pre-construction phase
- Produce clear project briefs and internal reporting so the business can make informed go/no-go decisions on pipeline schemes
- Support the wider project team as hub volumes scale, helping colleagues navigate the pre-development process on more complex sites
- Hand over schemes to the delivery team construction-ready, with all key risks identified and resolved
About You
Essential
- Background in pre-construction development or project management within EV charging, renewables, energy infrastructure, or construction
- Technically minded, comfortable with feasibility assessments, grid connection basics, and design coordination
- Strong project management skills; able to run multiple schemes simultaneously and keep stakeholders aligned
- Understands the development process (RIBA Stage 1 to 4) and the roles of DNOs, ICPs, and IDNOs
- Familiar with CDM Regulations 2015 and Principal Designer responsibilities
- Able to sketch site layouts and communicate design intent clearly to consultants and internal teams
- Analytically strong, able to build and manage cost plans, budgets, and project programmes
- Comfortable working in a fast-paced environment with a high degree of autonomy
Desirable
- Direct experience in EV charging infrastructure
- Experience coordinating planning applications and statutory consents
- Exposure to DNO/IDNO PoC application processes
- Degree in Engineering, Surveying, Construction, or equivalent
Package

- Up to £65,000 base salary
