Health, Safety & Environmental Manager – Permanent

Duties & Responsibilities:
- Promoting a positive and proactive approach to the health, safety and environmental agenda
- To act as lead manager and responsible person for H&S
- Ensure compliance with current Health and Safety legislation and best practice
- To promote a positive H&S culture across the organisation, providing advice, guidance and enforcement on H&S matters, including ensuring safe systems of work are in place to minimise risk to staff and patients
- To source, interpret and apply new legislation, approved codes of practices and other forms of Health and Safety guidance, including how they will impact our services and how to implement organisationally
- To provide expert advice, guidance and support to managers and team leaders in the completion of risk assessments
- Lead on the identification, investigation and analysis of H&S incidents or breaches in legislation
- Ensuring any work-related injury, disease and dangerous occurrence are reported to the Health and Safety Executive within the appropriate timescales
- To develop and implement H&S related audit and inspection programmes to demonstrate compliance across the organisation. Liaise with teams to identify learning and establish improvement initiatives
- Designing and delivering Health, Safety and Fire training for staff across all sites
- Undertake a regular programme of premises inspections, including adequacy of fire safety arrangements
- To provide H&S reports to the Director of HR & Support Services for submission to the Board of Trustees
- Chair and manage the Hospice SHE meetings with departmental representatives and Fire Marshall Meetings
- To lead on and advise the organisation on the sustainability strategy, working with the ESG committee, gathering relevant data and sharing it as appropriate
- Manage the Estates department budget and monitor and provide advice on budget allocations
- To review and negotiate insurance for the organisation, liaising with senior leadership colleagues to ensure all aspects are covered
- Maintain an asset register ensuring compliance with legislative requirements
- To manage contracts including those relating to utilities
- To support capital works and refurbishment in terms of Health & Safety
- Develop an annual budget and identify any bids for new money, working with the trust and legacies team
- Ensure best value for money is obtained in relation to quotes for equipment and services and to promote the wise use of resources
- Use performance management techniques to monitor and demonstrate achievement of service levels
- To respond appropriately to emergencies as they arise
Health, Safety and Wellbeing
- Follow all the organisation's Health & Safety and Infection Prevention & Control policies, procedures and training at all times
- Take responsibility for maintaining a safe working environment for yourself and others
- Report any concerns, incidents, or hazards promptly, in line with hospice procedures
- Participate in any required training to maintain a safe and compliant workplace
Safeguarding
- Understand and adhere to Safeguarding Policies and Procedures
- Take personal responsibility for identifying and reporting any concerns relating to the welfare or safety of children, young people, or vulnerable adults
- Attend safeguarding training as required for your role
Flexibility and Service Commitment
- Be flexible and willing to adapt to the needs of the department and wider organisation, including working beyond usual hours where necessary
- Attend internal and external meetings, training or events as required, sometimes outside of standard working hours
- Travel to other organisations' sites or within the local area may be required, for which expenses will be reimbursed in line with the hospice’s policies
General

- Undertake any reasonable additional duties aligned to the scope and level of your role, as may be required by line management

Candidate Requirements:
Qualification & Training
Essential:
- Technical HND
- NEBOSH Certificate or relevant Health and Safety qualifications. I.e. IOSH.
- High standard written and spoken English
- High standard of numeracy skills
- Valid Full Driving Licence with access to a suitable vehicle for business purposes
Desirable:
- NEBOSH Diploma
- First Aider
- Mental Health First Aider
- Legionella/water safety
- Asbestos
- Waste Management
- Medical gas
Experience:
Essential:
- 3 years' experience working in a similar role )
- Experience in identifying service needs and delivering innovative solutions
- Experience in database management
- Up-to-date knowledge of H&S legislation
- Diverse H&S knowledge covering, but not limited to, risk assessment, DSE, COSHH, manual handling, stress, lone working
- Budget management experience
- Experience of working with contractors
Desirable:
- Experience of working in a health care environment
- Completion of ISOH or IEMA course focusing on environmental responsibilities
Skills & Knowledge:
Essential:
- Knowledge and awareness of estates legislation
- Familiar with H&S at work act and Regulatory fire reform order
- Knowledge of COSHH Regulations
- Possess sound written skills
- Knowledge and demonstrates ability to use all Microsoft IT packages
- Ability to communicate positively with people by telephone, e-mail and letter
- Effective customer care skills, including how to understand, deliver and manage customer expectations
- Strong analytical and problem-solving skills
- Excellent time management skills
- Excellent interpersonal skills
- Knowledge of change management processes and implementing change
- Knowledge of statistical reporting and producing reports
Hours: Monday to Friday 9am-5pm
Salary: £40,000 per annum
