MMP is seeking an experienced Compliance Contract Manager (EFL) to join the Compliance Team based in Portsmouth.


This role is responsible for managing contracts covering:


  • Electrical Inspection and Testing
  • Fire Risk Assessments and Associated Servicing
  • Lift Servicing and Maintenance


Location: Portsmouth

Hours: 37 hours per week, Monday to Friday

Working Pattern: Flexible working hours scheme

Salary: £450 per day


You will play a key role in ensuring the Council achieves and maintains 100% compliance across these critical safety areas, helping to keep residents, visitors and building users safe.

In addition to core responsibilities, you may be allocated responsibility for other compliance activities (Tier 2 disciplines) as the service develops. These responsibilities will involve contract management, performance monitoring and stakeholder engagement to ensure continued compliance delivery.


Key Responsibilities


  • Manage contracts relating to electrical, fire and lift compliance services.
  • Chair and lead monthly contract review meetings, ensuring KPIs and performance targets are achieved.
  • Monitor contractor performance, maintain accurate records and ensure actions are completed.
  • Work closely with the Compliance Administrator to support effective contract administration.
  • Assist with the specification, procurement and mobilisation of compliance contracts.
  • Attend operational and strategic meetings as required.
  • Coordinate effectively between the Compliance Team, contractors and Council colleagues to secure property access for inspections, testing and servicing activities.
  • Build and maintain positive working relationships with residents, leaseholders, councillors, building users and internal stakeholders.
  • Verify contractor invoices and ensure payments align with contractual agreements and delivered services.
  • Support and deputise for the Compliance Manager when required.
  • Contribute to the continuous improvement of compliance processes and service delivery.


About You


We are looking for a proactive and organised professional who can effectively manage contractors, stakeholders and compliance activities.


You will have:


  • Experience working within a compliance environment, with knowledge of at least one of the following areas:
  • Electrical Inspection and Testing
  • Fire Safety and Fire Risk Assessments
  • Proven experience managing contractors and driving performance against agreed targets and service standards.
  • A strong understanding of compliance requirements and the importance of timely delivery.
  • Experience preparing and presenting monthly compliance performance reports.
  • Knowledge of regulations relating to electrical safety inspections and testing, fire risk assessments, and associated remedial actions.
  • An understanding of LOLER regulations and lift compliance activities would be advantageous.
  • Experience applying budget management and cost control principles, including assessing value for money and verifying contractor invoices.
  • Strong commercial awareness and financial management skills.
  • Excellent IT skills, including Microsoft Word, Excel and other data management systems.
  • Experience using compliance management systems or the ability to quickly learn new platforms.
  • Strong organisational and analytical skills, with the ability to manage significant volumes of compliance data accurately.
  • The ability to communicate confidently with a wide range of stakeholders through meetings, presentations and written reports.
  • Excellent verbal and written communication skills with the confidence to challenge and influence when necessary.
  • Experience building effective relationships with customers, clients, contractors and internal stakeholders while managing expectations professionally.
