We're Hiring: Youth Guarantee Programme Lead


Location: Huntingdon/Hybrid

Directorate: Economy and Growth – Skills & Employment

Salary: NJC 14, from £53,895

Role Overview

The Youth Guarantee promises support to all young people aged 18-21 that they can access the support they need to prevent them from becoming economically inactive, before their careers have even begun.


We are looking for a ‘trailblazer’ in youth education and employment policy to lead the Cambridgeshire & Peterborough Youth Guarantee and other exciting programmes.

You must be able to demonstrate enthusiasm and experience in supporting young people from diverse backgrounds, along with a strong understanding of employers' needs in the region. Your programme management skills will complement your policy background.


What you'll be doing:

  • Driving the development and implementation of the Youth Guarantee Policy, focusing on NEET prevention, breaking down barriers to employment and identification and engagement.
  • Collaborating with stakeholders and public sector partners to deliver the CPCA’s Youth Guarantee Trailblazer and other exciting programmes linked to Careers and work inspiration.


We’re looking for someone with:

  • Extensive experience in developing, managing, and delivering corporate or strategic projects and programmes.
  • Expertise in the skills and employment sector, with experience working directly with NEET young people and a strong understanding of education and employment policy.
  • Extensive experience leading change projects, (essential) ideally within a Mayoral Combined Authority (desirable).
  • Experience of budget management for complex programmes of work
  • Excellent communication and influencing skills, with the ability to work effectively with diverse groups at all levels.
  • You will have knowledge of Local/Central Government and devolution deals.
  • Specific experience within Central/Loval Government/Combined Authorities would be advantageous.
