Senior Product Manager

Pulse Recruit is looking for a Senior Product Manager

Job description

Role: Senior Product Manager

Rate: £500–£625 per day Outside IR35

⏲ 6 Months

Industry: Large-Scale Digital / Public Sector

Location: Hybrid — London (2 days onsite)

Why join?

Join a well-established public sector organisation that's doing genuinely important work. As Senior Product Manager, you'll be owning the direction and delivery of a portfolio of digital products that support key institutional functions. That means creating and delivering multi-year product strategies, aligning teams and resources, and making sure services hold up against both user needs and institutional priorities. The programmes are complex, the stakeholder landscape is senior, and the decisions you make will be felt across the whole organisation.

If you want ownership, visibility, and work that genuinely matters, this is worth a conversation.

Key Responsibilities

• Lead end-to-end delivery of large, multi-component digital programmes spanning multiple cross-functional squads

• Own the product strategy and roadmap, balancing long-term vision with near-term delivery reality

• Drive discovery and service design activity, embedding user research into how decisions actually get made

• Manage a wide, senior stakeholder group, including exec-level conversations and governance forums

• Navigate cross-portfolio dependencies, risks, and trade-offs with confidence and clarity

• Represent your portfolio at investment and governance forums, making evidence-based recommendations that land

• Mentor junior Product Managers and contribute to a strong, collaborative product culture

What I'm Looking For

• Substantial Senior PM experience in a large enterprise or public sector organisation

• A track record of leading complex, multi-workstream programmes, not just managing a single squad

• Strong service design and user research background

• Confident influencing senior stakeholders

• Comfortable with ambiguity, politically savvy, and resilient under pressure

• Agile at scale, you apply frameworks pragmatically, not rigidly

• Bonus points for: public sector or higher education experience, a background in coaching/mentoring PMs, or familiarity with enterprise architecture considerations

Why You'll Love It

• Genuine ownership of complex, high-profile programmes, your decisions will be felt across the organisation

• A collaborative, evidence-led product culture that actually walks the walk

• A senior team around you that supports ambition and rewards clear thinking
